Gintama is known for consistently getting better as the show progresses, there's no certain point when the show just becomes a masterpiece. Whoever told you it got better at x episode just told you when it got better for them, it differs from person to person. Comedy is highly subjective so there's a pretty big chance that if you don't like the type of comedy early on, you won't like the comedy later on as well, they're not that different.
