At what point do you consider someone "experienced" with Anime and/or no longer a newbie?

I often see people have different opinions on when someone can be considered new to the medium or when someone is experienced. Some people say having watched 30 shows makes you fairly experienced, while others say people who have watched 50 shows are still fairly new.
